Reducing bycatch and improving transparency in tuna fisheries

SFP is increasing transparency in tuna fisheries to ensure continuous improvement to reduce bycatch and improve monitoring and compliance.

Research by SFP’s Protecting Ocean Wildlife team provides tuna buyers and suppliers with resources and information to both meet their sustainable tuna sourcing commitments and support improvements in tuna fisheries worldwide.

Increased information on MSC certification conditions and electronic and human observer coverage in tuna fisheries can help buyers and suppliers support their commitments and feel more confident that they are improving fisheries and having an impact on the water.

A new report from SFP found that 57 out 60 Marine Stewardship Council (MSC)-certified tuna fisheries (at the time of the analysis) were certified with ETP conditions (MSC Principle 2). However, as of December 2024, only six of those certified fisheries had closed out all conditions related to ETP impacts.

As major buyers and suppliers have committed to sourcing certified tuna, the number of certified tuna fisheries has rapidly increased, but serious sustainability challenges persist, particularly around the bycatch of vulnerable marine wildlife and a lack of enforcement and monitoring of fishery regulations on the high seas.

New commitments like the Tuna Transparency Pledge are also emerging among major tuna buyers, who are pledging to source from fisheries with 100% observer coverage and to require the fisheries they source from to be MSC-certified.

In many cases (in all oceans), observer coverage rates were below RFMO-mandated rates of 5-10%, and most were well below SFP’s target rate of 20% (combined human and electronic).

To support our partners and others in the seafood industry to meet their sustainability commitments, SFP developed this briefing to provide background information on current observer/ electronic monitoring (EM) coverage rates and MSC certifications, as well as issues the supply chain may encounter when monitoring these commitments and recommendations to address those challenges.

SFP is also collaborating with ISSF and Global Fishing Watch to bring even more data transparency to tuna fisheries.

Buyers of longline-caught canned and fresh/frozen tuna can take action to reduce the impacts of commercial tuna longline fishing on sharks, sea turtles, and seabirds in the Western Central Pacific Ocean.

Research from Sustainable Fisheries Partnership highlights the impacts of commercial tuna longline fishing on endangered, threatened, and protected (ETP) species in the Western Central Pacific Ocean (WCPO). The report found a profound loss of nature in the region, where several species of sharks, seabirds, and sea turtles have declined by 70 percent or more.

Longline fishing has one of the highest rates of bycatch among the gear types used in commercial tuna fisheries. But, there are existing, proven best practices that can reduce bycatch, including using circle hooks, setting lines at night, and eliminating wire leaders.

Improvements in fishing practices could substantially reduce threats to vulnerable marine wildlife that share habitat with tuna.

SFP recommends that buyers of longline-caught canned and fresh/frozen tuna from the Western Central Pacific Ocean:

  • Require that best practices in bycatch mitigation from source tuna fisheries are implemented by 2025.
  • Require that source tuna longline fisheries have complete observation coverage of vessels, with 50-percent coverage (human and electronic combined) by 2025 and 100 percent by 2030.

As part of Thai Union’s new SeaChange 2030 commitment to biodiversity, 100% of vessels they source from will implement best practices to protect endangered, threatened, and protected species by 2030.
